Should the scarcity of teaching resources (school supplies, computers, etc.) be resolved before or after addressing teacher training needs?

The whole education system has been demolished by relying on technological resources to teach our children. Computers are a helpful tool but they are becoming the primary method of education. Teachers spend less and less time giving lectures or offering personal one-on-one lessons with students. Instead, they sit the student in front of a computer and rely on software programs to teach them.

Inadequate teacher training is a big problem. For example, sports coaches are required in many school districts to "teach" a subject in order to be eligible to coach a sport. I was a victim of this myself when I was in high school. My biology teacher was the football coach. He knew absolutely nothing about science and therefore he was not qualified to teach Biology. He told us to read the Biology textbook and that was the extent of our lessons...he was unable to offer us any lecture or to answer our questions because he didn't understand Biology himself! He was given the job as teacher just so he could coach football.

My point is that a teacher should be educated well enough in their subject to teach it without relying on alternative resources, including the textbooks or even the Internet. I think that once a school has ALL its teachers certified in their field of study, then it should begin to focus on the problem of lack of resources. These are not really necessary if the teacher is educated and trained well enough.
