I think it has everything to do with global warming. The weather patterns are becoming abnormal in all climate zones, not just in North America, but in all continents. Ice glaciers are beginning to melt at a faster pace than in previous years. This is causing the water levels to rise in all the world's oceans and seas.
Increasing the day-to-day temperatures, even a few degrees, will certainly alter the "regular seasonal events." New climates are being created! Zones that were once considered mild or moderate are becoming severe. Dry areas are receiving more rain thus no longer being "dry" by normal definitions. Rainy areas are becoming flooded because they are receiving more rain than normal.
The floods in Kansas and Texas are without question the result of global warming; otherwise, flooding would be a normal event in the area and would occur regularly.
