Yes, unfortunately we do live in a world where celebrities are famous for doing absolutely nothing, and yet they still have attention. Many of Hilton's buds are famous for being the Hollywood equivalent of a leech. Yet, we still seem to care. Like that social moth in high school who demands to know what everyone else is doing, we follow people going through their day to day lives, doing mostly boring activities, and watch it be glorified on E! television almost 24/7.
And as much as America appears to despise her, secretly they love Paris Hilton. Had the prison story not drawn the high ratings and interest of the public in the first place, she certainly wouldn't be in the place to be asked for $1 million for the jail exclusive. Sure, she doesn't need the money, but in Hollywood, who really does?
Ultimately, NBC could be to blame here, or the public for following this story to death. And while Hilton shouldn't be followed to death so insanely much, she got a major amount of public attention for it and shouldn't be blamed for the ridiculous money being thrown at her lap. No, that blame falls to NBC.
