Essentially money can buy anything, and the world of sports is no different. having the most money means affording the highest wages for the best players, which in turn of course means more wins and more championships.
in all team sports since records began those who could afford the best players have been the most successful, to cite English soccer recently, Chelsea football club was taken over by Russian billionaire Roman Abramovich (now Britain's richest man) and has since gone from being mediocre to being consistently the best every year simply by buying up all the best players.
Although of course the skills of the coaches do have a massive impact on the players and on the team as a whole, a poor coach with unlimited spending potential will always do better than a great coach with nothing to spend, so yes in effect salaries can and do buy championships.
