I'm assume you are asking what the definition of the national budget is and not how much it is for a particular country.
Theoretically, a national budget is like any budget except on a national level.
Typically when one makes a budget one lists and totals his income and his known and predicted expenses for a particular time period for example a month or a year.
A budget is created as a planning tool that allows one to determine if he has enough money coming in to meet expenses. If so, the person can plan what to do with the surplus so that it doesn't just waste away with nothing to show for it. If there isn't sufficient income, this allows a person to try to cut expenses or try to increase income until equilibrium.
On a national level at least in the United States, both expenses are cut, usually at the lowest levels of expense and taxes are raised,again on the lowest level of income. The United States government has operated at an increasingly large deficit for many years.
In the United States, the National Budget is largely a work of fiction.
