Zone Alarm provides much more than just a firewall, it also provides a whole Internet security suite. But their firewall they say is the Worlds #1 firewall, and based on the research I have done and experience in using it I would have to agree.

2. Outpost Firewall - http://www.agnitum.com/product s/outpost/

This firewall is also feature rich, containing various packet filtering, port blocking and stealthing, adaptive rules, self protection, easy installation and event logging. It has a high level of ease of use without removing its effectiveness.

3. The Windows XP Firewall
I know that there will be many people laughing at me now due to me saying that a standard windows component is one of the best of its kind. But in this case it is almost true. Also there is nothing to install (although there may be a bit of set up to get it working how you want it to), except for the windows updates in Service Pack 2. It does lack a decent event output to let you know what it is doing, it just seems to do what it does and not tell you why most of the time. But, for simplicity's sake, this ranks highly amongst the best personal firewalls.
