The surprise attack on America brought about great sadness, quickly followed by anger and intense patriotism then war. Until that day, none would have supported a war, but now, it would be unpatriotic to do so. In hindsight, there were warnings that were missed, or ignored.
It would be hard to determine to which day that refers to. It could be September 11, 2001 or it could be December 7, 1941.
The neo-conservative think tank, Project for a New American Century, a group with members such as, Jeb Bush, Dick Cheney, Steve Forbes, I. Lewis Libby (aka "scooter"), Dan Quayle, Donald Rumsfeld, Paul Wolfowitz and John Bolton, was formed in 1997 and advocated for a stronger military even after the cold war.
In September of 2000, this group released a document entitled "Rebuilding America's Defenses: Strategy, Forces, and Resources for a New Century"[1]. In simple terms, these people wanted to drastically increase spending on our military, have military bases installed in Central Asia and The Middle East, to topple any nation who is non-compliant. They want to change laws to make treaties null and void. They feel that the U.S. should control all of the worlds resources, put both defensive and offensive weapons in space, completely control cyberspace, and are willing to use nuclear weapons to achieve their goals.
Also in this document, the authors opine that they will have a very hard time getting the American people on board with this plan. "the process of transformation is likely to be a long one. Absent some catastrophic and catalyzing event, like a new Pearl Harbor". Could they have been talking about September 11th? After all, the American people had not been that united in a long time, since World War II. Even Pat Tillman, a pro football player with a brilliant career ahead of him, dropped everything to fight the terrorists. A lot of young men signed up for service after 9/11.
On September 11, 2001 NORAD was conducting war games that depicted multiple scenarios that blinded our defenses[2] and one was a similar scenario to what was actually happening. For this reason, no planes were dispatched to intercept the attackers, until it was way too late. Scrambling jets is common in the U.S. In the year 2000, jets were scrambled 129 times[3], between September 2000 and June 2001, the year leading up to 9/11, only 67 times[4].
