Since the question is CAn the Tottemham Hotspur break into the top four and not WILL they break into the top four I am going to have to say yes.
Tottenham finished close to the top four after last season and they do have a chance to break in this year and qualify for the Champions League.
The reason is simple, Arsenal is going to have a down season this year and Tottenham is one of the most likely clubs to take the fourth spot in the Premier League if Arsenal does drop.
Tottemham will, however, have a tough time getting a top four spot. Liverpool, Chelsea and Manchester United are locks to be in the top four, which means that only one spot in the top is up for grabs.
Arsenals will, of course, not give up their spot without a fight. Arsenal does have a great shot to make the top four again this season. Their are also several other teams that will fight both Arsenal and Tottenham for the fourth spot in the table including Reading, Aston Villa and Bolton.
While it is no sure thing that Tottenham will secure a top four finish in the Premier League this season, they do have a chance. If Arsenal does drop this season, Tottenham probably has one of the best chances in the league to take advantage of a dissapointing Arsenal season.
