First let me start of by saying that I don't think any person should have sex for money. I think its degrading, immoral and it's going to happen no matter how many laws we put up against it.
So legalize it. Why? Because when something is legal it can be controlled. The sad fact is that in this world there are many things we don't like. Don't want to see and don't want to recognize as concerning us in our lives.
Living in a downtown area of a major city and knowing some of the street workers on a first name basis changed my ideas about them completely. Some of them were really making a good cut and staying off the drugs, pretty normal people.
Others were victims. Lured by their pimps by being shot full of addictive drugs. They are seduced with new wardrobes and free living away from the harsh rules their parents set out for them. But this is just a pretty picture the pimp paints until the girl is locked in a sex house in a small room or closet, full of drugs on her back for days on end, covered in bite marks from Johns trying to provoke a response from her when she is too drugged to scream. That's one thing that commonly happens to girls. If not they are thrown out to the street to be raped. Who gets the money for the abuse these people suffer? The pimp. The prostitute hardly sees a cut, is fed free drugs, dressed and often has no money for food or lodging and has to stay where the pimp puts them or on the streets.
We will never be rid of prostitution. It is an age old part of human society that will never go away. Not with any law, not with any religion. It is here to stay. We have to accept it and improve the situation on the streets.
By legalizing prostitution, it can be controlled. There could be unions, fair pay to the prostitutes, and fair treatment like in any other profession.
If prostitution were run under the same standards as massage parlors then there could be health standards and safety set up. Registrations and records.
Maybe we don't agree with the moral issue of using one's body to give pleasure and receiving cash in return. I just like to think about how many people who are prostitutes now would not have made that choice, should the pimp had not approached them on the street. Should the pimp have rather been an agency with a "Now Hiring" sign in the window. Should it be a normal profession with hourly pay or commission, taxes, benefits like health coverage and vacation pay. Instead of drugs and abuse.
Prostitution, it will happen legal or not. If its legal, less lives are lost.

Prostitution should be decriminalized. We can't effectively "legalize" it any more than we can legalize love or pain or masturbation.
