Government should promote education, not fund it. But if they insist on it, it's much more efficient to fund the institutions rather than the students directly. Raising the quality of education over the quantity should always be the goal. First, not everyone is meant to go to college. This is not cutting anyone for their intelligence or capability to hack it, but it takes dedication and discipline that does not suit everyone's personality. Second, how well they do and how much is gained is also heavily dependent on the person's particular goals. They can go to a great school, fully paid, and end up flopping just because they were not suited for college.
I have found in my own experiences many of the expectations of the higher education system are just flawed. Many go to college expecting the instructors to spoon-feed the material to them, they take some tests, get the piece of paper and they're out the door to a great job. This misses the point entirely. This is not the purpose of higher education and many do not find out until they are already there. It trains you (hopefully) to think critically, making you learn how to think the proper way about your discipline while trying to instill a multi-disciplinary mentality in the background. This is what is difficult to get from a book alone. This is why we have universities and colleges instead of everyone learning from a book. The facts, theories, and data are all in black and white and you do not have to go to school to get them. The thought processes and way of analyzing information are the little gems you get (again, hopefully if your school is decent).
In general, the fewer expectations people have of the government, the less they will be let down. Limited funds available, with everyone wanting to go to college, can only go so far.
