Starting in 1903 and running to date, every year.
Winning only a leg or a race of the tour means a lot to any cyclist. It's a once in a lifetime for many. But winning on the whole means a great thing. Let's take the example for this years winner, the Spaniard CONTADOR.

Now to get back to the topic, the cyclist with the most tour de France wins, yes it is LANCE AMSTRONG (USA). One of the greatest sportsperson in the history of this sport or even any sport. You can say that, he is the ideal of any sportsperson. His achievements and his records, wins etc whatever goes and his life in cancer and after recovering from cancer, it is difficult to explain but this man has made a LEGACY. Such a LEGACY, which may never be broken, but hey, records are meant to be broken but LEGACIES can not be, certainly.
