There is no one answer for this question, unless everyone in the world drives the exact same car, or has the exact same engine.
Car companies state their minimum fuel octane requirements in the fuel flap or in the technical literature for a reason. The minimum octane is mandatory for a suite of reasons - but most importantly, cars that have turbo or high end engine features demand the high quality fuel for peak performance. Obviously, these cars will run on lower octane fuel, but the consequences in the future could be drastic - a knocking engine and perhaps thousands of dollars in engine repair work.
For those cars that can accept the lowest octane fuel, there is NO hard in using the lowest octane fuel. Octane ratings do not necessarily correspond to better gas, but merely are a rating for how refined the fuel is. On cars that can use the regular grade fuel, there is no particular reason to get premium fuel since modern engines have one or two knock sensors.
