So your buying an r/c boat. This could be tricky as there are many to choose from; speed boats, hydroplane, sail boat. You can even go as far as buying an actual working scale war boat, which you can have battles. These boats literally shoot bb's and steel bearings at one another, recreating old war battles. If your just getting into the r/c scene, you're not going to want to spend too much money. Many of the manufacturers sell their boars R.T.R. or Ready To Run, this means you take the boat out of the box; charge the battery, or fill it with gas, whichever model you chose, and you're good to go. Other more expensive models will allow you to build the boat on your own, you will be getting a better boat, but your wallet will suffer.
Most boats will run you about $200-$300 for the R.T.R. models. If you still feel you need more information, write down a list of questions and take them into the local hobby shop. The employees there will surely be able to answer your questions and point you in the right direction.
