ok, basically, the central dns server in california, run by the ARIN (American Registry for Internet Numbers) have direct connections to all isp's. It is worthy to note that every ip code is controlled from there, and then copied to the other seven NIC servers around the world, i believe there is one for each large region, such as australia, africa, western europe and so on.
anyway, there are numerous ways to find lists of isp's and access the ip address server:
1)(my personal preference) Nir Sofer runs a website which hosts password and internet utilities. http://www.nirsoft.net/utils/i pnetinfo.html hosts a program that retreives information on any IP address and the IP server or ISP that uses/hosts it. however this is only particularly useful if you already know an IP used by that isp or if you want info on a particular computers IP adress
2)http://www.thelist.com pretty much provides the entire list of ISPs availiable worldwide, I recomend them if you actually just want a list
3)http://herbison.com/herbison /iap_meta_list.html seems to provide comprehensive links for actual service providers around america and for most other countries, particularly well documented for australia and the united kingdom. also certain links provide information on the best deals and services by particular providers.
4)if you can't find the answer there, it's possible that if you contact your own internet service provider that they will be able to provide information for your region, although this is only recomended as a very last resort as it hardly ever yields any results.
