Living in Louisville, KY we have one of the best homeless shelters in the U.S. (or so I've been told). I personally do not believe that just having shelter can help the homelessness issue. There are many homeless programs out there that help them get back on their feet. The Healing Place, located in Louisville, helps the homeless get jobs, feeds the hungry and also helps aid in getting over addiction that many homeless face. If you just give someone a place to stay they will take it for granted.
You also have to take in consideration that these people may not even want help. They are just as happy sitting on the sidewalk begging for change as they would be sitting in the shelter.
I don't think there is a definite answer to homelessness. Unless you forced these people into the shelters and programs they will live their life the way they want. If that means rummaging through garbage for your next meal then they will live it. The only thing we can do to help is to encourage these people to better their lives and to not shun them as if they were mutants. They are people too and they once had a life similar to yours. Treat them with respect and help them find their way... to the shelter.
