The notion that the government should use taxpayer dollars to fund needle exchange programs for drug addicts is the most preposterous idea to come across the pike in a long time. The use of illegal drugs is supposed to be totally unacceptable so why should the government spend money to promote an activity that is not to be tolerated. If a drug addict decides to engage in such obviously dangerous behavior then they should be prepared to accept the consequences of such behavior which includes the possibility of contracting a lethal disease such as AIDS or Hepatitis.
The common perception these days is that everybody is a victim of something and as victims they need government help. What better way to help the drug addicted victims than to provide them with clean needles so they won't catch some horrible disease and die. A better use of that money would be to try and get those drug addicts into some kind of rehabilitation so they would not have to use the drugs anymore. Isn't it better to get somebody away from an activity that will eventually kill them no matter how clean their needles are than to encourage their continued bad behavior.
The government is supposed to be in a position to help people by discouraging unacceptable activity and not to allow such activity to continue. Drug addicts are victims of their own bad behavior and nothing should be done that does not discourage such behavior which includes providing them with a means to safely continue such behavior. What's next? Providing rapists with condoms in case their victim has AIDS. Perhaps providing burglar's with bullet proof vests in case the home owner has a gun.
The government should not spend any taxpayer money in order to provide clean needles to drug addicts, there are much more important things to spend the money such as fighting terrorism.
