Yes, you can actually pay many smaller bills using money earned online.
That said, there is much research and dedication required.

First, check out every site you join, especially survey sites. Ideally, the company should be established...i.e older than 3 years. This is a good sign because it proves they have a trusted reputation and a strong business plan to have lasted in a online world filled with constant change and many sites with a doubtful reputation.

Also, check to see if the site has good reviews from reliable third parties. Reputation means a lot in online business, especially, and is proven by verifiable proofs.
A good sign that the reviews are genuine is whether the reviews offer their contact info. If they respond adequately to questions that will show they are honest and reliable, not afraid to accept feedback on their ratings.

Popularity of the sites on relevant forums, message boards, etc. should also be considered.

Search for survey sites, review sites, etc that will likely be the most relevant to you and your situation. Consider your country and area, average income, family, etc. Many survey sites require this information.

The best sites are those that will offer a good variety of surveys, up to several per day. This way you are likely to qualify for most of them. The pay rate for each survey should be reasonable, ideally in cash directly/ I'd say at least $5.00 per survey. Otherwise it takes too long to build up earnings and receive payment, and the effort just isn't worthwhile.

Of course, these things can take a fairly time to build up to decent earnings, especially if its only part-time. But with patience, research, and dedication, it is easily possible to make enough online to pay the bills.
