I believe that New York has many bad drivers because of related city issues: always being in a rush, and all the traffic.
Living in the city, I can attest to it that no one has any time to slow down and take all the driving rules seriously. Why sit in the traffic on the highway when you can speed down the empty exit lane and then slowly inch your car back in to the regular lane. You just saved yourself a ten-minute wait, but that wasn't a very courteous thing to do. Not signaling, speeding to make that yellow light, and changing lanes every 2 minutes are all signs that we don't have any time to try to drive safely.
Also, sitting in traffic all the time frustrates many drivers. At some point, they will just do anything to get out of the traffic, or to get a few paces ahead. Often, this involves unsafe turns, change of lanes and speeding.
Maybe if some action was taken to prevent some of the traffic problems, New Yorkers will relax and begin to drive safer.
