Japanese manufacturers dominate the blue jean market because of cheap labor. Japan exports more blue jeans globally than American manufacturers who produce blue jeans for export. Sanctions and regulations that covers the American labor market doesn't apply to the labor markets of foreign countries.
Like it or not, Japan still exploits the labor market by underpaying female (and sometimes children) workers at the expense of low pay, unbearable conditions, and long hours. This allows Japan to export more and save a lot on labor costs. In turn, the Japanese manufacturers and the blue jean companies make awesome amounts of profits.
Clothing manufacturing in America isn't as prevalent as it once was years ago. A lot of the job market is pushed out to foreign countries like Japan. In the end, Japanese manufacturers will gobble up the majority of the profits made from blue jeans.
