The world's largest consumer: the U.S. Government. From my experience in the United States Marine Corps I have witnessed endless accounts of small private companies conduct business with the U.S. government and land deals that result in major success. Beware the process can be a long grueling "skull drag," as we say in the Corps, however, with hard research and determination conducting business with the U.S. Government can result as a very lucrative investment.
The opportunities to sell a product or provide a service to the U.S. government are rapidly growing everyday. Thousands of small business have taken advantage of the demand for less expensive, more reliable, and new products or services, however, even more companies have crossed out the possibility because they did not meet the requirements. Each branch, unit, or office has their own terms or standard operating procedures (SOP). When trying to sell your product or service to a specific organization make sure to ask what you can do with your product to adjust it in accordance to their SOP's.
For example: Marines in the 2nd Battalion 8th Marines must have eye protection on at all times in a combat zone. The company ESS came out with cheep ballistic eye protection that allows Marines to pop in clear and dark lenses for day and night. Today, ESS eye protection is the most preferred throughout the USMC. The government needs flexible companies who can create or change products specifically for their needs.
