I think that the best answer to this question lies somewhere between both and neither. When either schools or parents are teaching children about a controversial topic they are imparting their own personal bias on the topic. If instead the child is allowed to observe things in the world and ask what questions he will when and where he will the choices that he makes will in many ways be more true to personal beliefs, rather than a reflection of the teachings that have come to him.
If schools are the answer then in the majority of the US a more liberal standpoint will be taken embodying the ideal that all men are created equal and that means regardless of sexual orientation, there should be no special circumstances surrounding sexual orientation other than that it exists. Of course many teachers and administrators will take this as their opportunity to get a personal message across and will instead give a biased point of view to those that they are teaching. The benefit is that this bias can be censored and controlled.
If parents are the answer than they have complete freedom to impart personal biases that perpetuate hateful ideals and beliefs. If we want to stop the harassment of GLBT individuals than it is essential that we raise our children with open minds. Unfortunately there are many close minded individuals in this world and they will impart this point of view on their children. Thus keeping America from reaching its full potential as a free, unified nation.
