He should not be in the hall. This is a hard decision. Mark McGwire was a great player, even before he started using human growth hormones. If he would have stayed off the steroids he would have no doubt been able to make it to the hall of fame. The 70 Home runs are easily examined as steroids-induced. He was in the twilight of his career (much like Barry Bonds was) and yet he was able to beat the record? Obviously their is great difficulty in deciding what is and what is not caused by the steroids.
Another reason is the Congressional hearing, in which he did not admit nor deny his steroid use. An obvious admission of guilt, without putting him at risk for perjury.
In his first hall of fame voting he fell very short of being elected to the hall. I am not sure that an admission of guilt would give him enough votes to go to Cooperstown, but in time, if this is ever broken open, the world of sports may forgive him, but it's a real long shot.
