This 2001 Act was passed by George Bush. Breifly the act means that States and LEAs have increased accountability and flexibility in terms of how they spend federal money. This is intended to ensure that proficiency standards start to increase across all states, with testing for all students in grades 3-8. Essentially the purpose is to make sure that no groups, depending on poverty, ethnicity and so on are left behind in their education.
