Sometimes people need to be protected against themselves and this is such a situation. Tanning is unhealthy and it can cause skin cancer. The reason why the skin tans is that it needs to protect itself against too much sunshine and every time the skin gets sunshine some damage is done. And of course the same goes for tanning beds, as they have the goal to tan the skin, so they are equally damaging as the real sunshine.
The younger the skin, the more dangerous it is to tan. For a young skin is more sensitive and damage done can easier multiply. Besides the people who start tanning at a young age will probably keep doing it forever and then the risks for skin cancer are very high. All kinds of dangerous things (e.g. smoking, drinking alcohol) are forbidden for minors for the same reason, so why not forbidding the danger of a tanning bed? If these kids want to tan at the beach nobody can stop them, but at least they can be protected a bit.
Allowing it with parental consent is a useless idea, for if kids want to use a tanning bed the mothers probably do it as well and they won't see a problem. Besides the parental consent won't take away the dangers. If the parents don't protect the teenagers, then the law should do so. No smoking, no drinking and no tanning until you are 18. It should be that simple, because too many people can't deal with responsibility themselves and then the law must protect them.
