I must admit that I am shocked to find that people are even spending their time debating this issue. I don't typically stoop to wasting my precious moments deliberating on various conspiracy theories, but I feel obligated to expose a plausible motive to justify this suspicious argument. Clearly, the victor in this case is Superman (you don't need to take my word for it; there are plenty of substantive articles on this thread). So, then...why even speculate such a ridiculous question in the first place? I've cooked up a few hypotheses for anyone else whose keen insight was also agitated by such a fraudulent debate.

1. Wayne Enterprises, inc. had a loss during their second quarter and one of their shareholders is worried about losing money. I find this to be the most likely justification as to why anyone would even try to be a "stick in the mud" when it comes to the natural Superhero Hierarchy. I believe this, primarily, for two reasons. First, it is no secret that Bruce Wayne's equitability has prevented him from using cheap labor and from cutting health-care, life insurance, and retirement benefits. We also know that it prevented him from capitalizing on the potentially-profitable mind-energy machine created by former-employee, Edward Nygma. (Imagine how many other business ventures his over-active scruples have prevented him from exploiting.) Second, his "Bat toys", his personal expenses (including, but not limited to, Wayne Manor, Alfred, the full-time steward, his Batmobile, and the funding of his compatriot, Dick Grayson), and his charitable nature indicate that his annual income must be tremendous to keep him out of debt. (I believe Mr. Wayne's integrity would prevent him from borrowing money, taking a lien on Wane Manor, or incurring debts of any kind.) Financial concerns could easily be motive enough to stir up some controversy and incite spending on National Security which is, conveniently, funded primarily by none other than Gotham City's own Wayne Enterprises, inc.

2. The "Daily Planet" is short of Superman headliners and is attempting to cook up a bit of a controversy. This conjecture doesn't seem to hold quite as much water simply because Clark Kent is a staffed writer. I can't imagine that he'd allow for this brand of obvious humiliation of Bruce Wayne simply for a newsworthy front page. It is true, however, since Superman's return from Krypton, and since Lex and Kitty became stranded on a deserted island, that I have not heard much about Superman in the news. Nonetheless, Jimmy Olsen always knows how to get the best photo op.'s and, even the age-old "Superman Saves Kitten from Tree" story holds a lot of weight around Metropolis.

I am currently working on another theory, but I haven't filled in all of the holes-I won't waste Helium bandwidth unless my research turns up any interesting modalities. I sincerely hope that our politicians read this article. Scandals such as these must be stopped before they create havoc and even anarchy. Our Superheroes must be protected and left to fight the battles of Good and Evil on their own accord. 'Good guys' just don't fight other 'good guys', my friends. It's the way it works and the way it has always worked. Though we, as bored and barbaric citizens, are gluttonous for this kind of bloodthirsty and depraved debate, let us come together and nourish the Super-human in all of us: let us leave our demigods in peace.
