My answer is a yes. Yes, because I believe the government should provide a minimum level of healthcare service to all its citizen. Thereafter, it is left to the citizen to decide whether to use that service or to seek expensive private medical service.
This way, all citizens, irrespective of their financial status are assured of medical service no matter what. This is very important as the current practise in United States of complete paid service is unfair to those who do not have sufficient earnings and cannot afford expensive medical insurance. The experience with Katrina is fresh in our minds. The fury of the storm exposed the existence of a poor and impoverished 3rd world country within the great United States of America.
It is also my believe that every government is responsible for the welfare of its citizens. The basic welfare amidst other things includes minimum medical service to all concerned.
