I tend to agree that parents should help pay for the insurance premiums.

There are definitely different factors to decide who should pay - age of teen, cost of premiums, etc. Assuming that teens are able to start driving at the age of 18, I would feel that parents should help to pay most, if not all, of the car insurance. Students of such an age might still be in school, and are definitely in no financial standing to start paying. Encouraging them to work part-time may be a solution to this problem, but this also means that the teen may have to sacrifice study time to earn the required income.

Of course, if the cost of monthly premiums were kept low, it can be argued that perhaps the teen could help pay the premiums by taking out some money from their monthly allowance, assuming they are not financially independent.

This is not be confused with encouraging parents to spoon-feed their children. Teens should still be educated on taking responsibility of their own actions. This could come in the form of paying for their own fuel consumption. Also, teens could be punished by being made to pay for their traffic offenses if they get into trouble with the law. This should be able to achieve the desired results of teens being able to afford a car, and being responsible for their own driving.

In summary, insurance should be paid for by parents if possible, till the teen is able to earn their own stable income, and teens should always be reminded to take responsibility over the usage of the vehicle.
