The question, should human genetic engineering be approved for testing, is generally considered an ethics questions. We are to assume that there is a general right and wrong way to answer this question and this is true, but it is dependent on your perspective.
If you are a Christian or any other member of a religious/political organization that places the highest value on the sanctity of life and the natural order of life, then quite simply if any of the procedures used violates this perspective, then the procedure should be considered invalid. It would seem to be a no brainier to those who believe this and they generally believe that all should be able to see this. But this is not the case, because if it was there would be no need to ask such a question. The flip side of the coin is the insistence of the scientist declaring that since there is no conclusive evidence that can be empirically displayed in the physical universe of a God then there is no God. If there is no god then life is a natural reality of the physical world. It can and should be controlled by those who are best able to control it, humans. The two arguments need to be explored a little further and the best way to explore the argument is to naturally exaggerate the arguments to an absurd level. Some may not find it absurd, most of everybody else will.
The argument presented as a negative toward testing is that humanity's interference is not natural or the way of God. All of the good and as all of the bad of humanity is not natural. We do not belong here and are and an abomination. We were God's uh-oh. This is the reason why we should not do this. We are to live by the grace of god and do not try to help ourselves or make ourselves better and try not to understand our world and our heritage. We are damn fools for trying to be like god, and on, and on, and on, the preacher will give more reasons why we are no good and going to hell.
Then the scientist will argue we have evolved to the higher food chain out of ingenuity and therefore it is our rightful place to test on our fellow kind, so we can continue to progress into ever more capable human beings. So we can live a long productive life and then eventually sadly die but we will insure the future of human kind due to our hard diligent work. If you are not happy about life then there is something wrong with you and we will have to unfortunately flat line you and build a better model.
