Legions of the undead are gaining on you. Which would frighten you more; a herd of slow moving creatures that appear to lack coordination and mental capabilities or one that can run as fast as you, jump on your and eat you alive? As you can see, just one fast zombie is more frightening than vast numbers of slow zombies. While I personally think slow zombies are more fun to watch, the question at hand is which one is more effective.
Slow zombies are dumb, ill-moving beings. They can be outwitted by nothing more than a baseball bat to the head, and it's an easy target on something that can't even run. Yes, there are usually so many they overwhelm their victim, but the fast zombie can certainly do the same.
Here are some movie comparisons: In Resident Evil, the dogs were terrifying. They were also fast and retained all of their agility once they were infected. In 28 Days Later, the zombies couldn't think very well, but the could move fast. Shaun of the Dead featured slow moving zombies and guess what? It was a comedy (literally).
Which brings me to my next point. Myths, folklore and what frightens us have to change with society. In a time when everything is moving more rapidly, so must our zombies. The newer the movie, the faster the zombie. The most recent release of Dawn of the Dead features significantly faster zombies than previous versions. The time lapse between being chomped on by a zombie and joining them is getting shorter and shorter.
There are many reasons the fast zombie is more effective, but all you really need to do to answer the question is ask, which one would you rather have to run away from?
