Depending on what is quite meant by the question, yes you can. If the question is, can you get vehicle insurance in America to cover driving in Europe the answer is most certainly yes. Travel in Europe may not be covered by your insurance but you will easily be able to get an endorsement to the polict to cover this for an additional fee. What will probably not be covered in this instance is recovery of your vehicle, so you would need to arrange a seperate recovery service unless the insurance specifies that this is covered.
If the question is whether a U.S citizen can take out an insurance in a European country, again, most certainly as long as the vehicle is in a European country and you have a suitable residence that you can receive mail at. This does not neccessarily mean that you live there it can sometimes be a care of address, depending on the insurer. If the insurer states that this is not possible it may be possible to negotiate through a referal to the directors or underwriters of the company.
