If you have an accident, you will suffer with higher premiums - you will lose your no claims bonus. Therefore, the driver at fault is the person who should pay. You make a mistake with consequences, then you are the one who pays the penalty. The insurance company acts as a safety net, picking up the bill for repairs. But you should be penalized long term with higher premiums. If the car is insured, whose premiums go up in the future? Well, everybody's.
I can see a problem with this system in that anyone who steals a car is unlikely to be insured. So, if the uninsured thief has a smash, the owner of the car may be left out of pocket by thousands of dollars. Obviously there are safeguards, with the insurance companies all contributing to a fund to cover such eventualities, but it does create a stressful situation for someone already upset at having their vehicle pinched.
