The answer is strongly no, in my opinion. Recent 'modern' fatwas have been passed by the most knowledgeable scholars and leaders, who do not pass these fatwas flippantly, as they rightly shouldn't be passed. In a world where "knowledge is power", it concerns me greatly that there are so many people and groups intent on rubbishing, insulting and attempting to destroy the faith that is Islam when they clearly do not have any, or sufficient, knowledge on the subject. The majority of people who are 'against' Islam are the very people who refuse to open their minds and expand their knowledge.
Islamic "extremists" as they are so widely referred to now, are not radical Muslims who have been brainwashed and have become hell-bent on destroying everyone and everything which could be classed as "non-belief", but followers of the faith who feel that because of the complete lack of others' knowledge and willingness to understand, they are at the least, not being listened to, and at the most, coming across people and ideas that suggest, and often tell, them that the fact they are followers of Allah is a ridiculous and laughable notion.
Every human has, feels, or will feel, so incredibly strongly about something or someone - which they are perfectly within their rights to do - that it becomes the main cause that they fight for, the very thing that smothers them in absolute security and contentment, often the reason for living. To be a devout Muslim is devote your life to Allah and his teachings. The Islamic belief is that this life, that we live day to day on earth, is a test and not the life in which we should be striving to find completeness. It is the 'decider', if you like, as to where you will end up when the Day Of Judgment arrives. So when a devout Muslim is surrounded day by day by the very activities and going-ons that Islam is wholly against, it is no wonder they feel the need to speak out. Even if there was no need, the want is there. Except when they do, when they try to share knowledge and insight, they are heckled, or worse, accused of being "an extremist", "a brain washer", a "disillusioned fool caught up in the hype that is Islam".
There is vast proof and evidence which supports the validity of Islam, including scientific study findings and intensive religious and historical investigation. For example; the Koran states numerous times that the human being is created by "nutfah" - meaning "minute quantity of liquid". There are hundreds of examples o be aware of, if one is prepared to open their mind and explore the possibility that, yes, the Koran and it's writings are of extreme factual substance.
So in conclusion, no I do not think that modern Muslim fatwas fuel Islamic extremism. Modern Muslim fatwas are being passed in an attempt to make both believers and non-believers wake up, become aware of and realize the reality of the state of the world. The state in which it is in, having been created by the majority of it's corrupt and ignorant inhabitants.
