Restoring 2 billion dollars to local law enforcement will not reduce crime, at best it will ensure that Police are at the scene of the crime in a more timely manner. That is after the fact thet the crime has already taken place. The two billion dollar cut, will not increase crime in any way whatsoever,as the causes of crime will still be with us. whether two billion is cut, or even if we went the other direction and two billion was added.
The biggest problem regarding crime and it's reduction, is the archaic thinking that throwing more money at law enforcement will help make us safer,and less money will make us more vulnerable. If the money was appropriated to law enforcement it would be more of the same; Meaning more officers,prisons and holding cells.
As of now we have 2 million people in prison in the U.S., only the former Soviet Union has more prisoners then America, we have more prisons then any other industrialised country,and at the cost of around $35,000 a year per prisoner. With this much money being spent already there is virtually none put into combating the reasons that crime is so prevelent to begin with. Obviosely more police funding is not the answer, for it has been tried,with no decrease in crime whatsoever.
The fight against crime is actually a fight against poverty, this is often overlooked by law enforcement, for the reason being it would cut their funding even more,if the real issues were addressed,and crime were to drop down substantially. With the reason being that law enforcement is a business,and just as in any business their interest is in obtaining more money,which equates to more pay. With billions at stake, those in the industtry would be without jobs if the real social problems that cause crime were to be reduced by real and effective social action, and not perpetual punishment.
Let's take a critical unbiased look at the causes of crime and what could be done to help curtail it. Without worrying about the two billion dollars that can be beter spent. Please note that what is set out before you are facts that Psychologist, and Social Scientist have been studying and talking about for years, and is not bigotry.
More crimes are committed by people with substandard or no income than by people of higher income and education,this is by no means implying that people of a lower income bracket are more likely to be criminal than millionaires', but the reason crimes are more common in poorer areas is because the chance of being arrested is felt
