Sweet or Sappy? This question is a tricky one to most people you ask it to. Some would find it unthinkable that they were proposed to on Valentine's Day & may even refuse on principle, personally if I knew anyone that did this I would feel like hitting them on the back of the head to attempt to smack some sense into them.
To me I honestly don't think I would care what day it was I was proposed to. Think about the question you are being asked... someone loves you so unconditionally that they are asking you to spend the rest of your life with them. That's HUGE! That is possibly the most important question you will ever be asked, the last thing I would be worried about is what day it was. If it was the right person I think I don't know that I'd have much going through my head at all - I'd just be throwing my arms around him saying "YES!" :OP
Thinking more into the future what do you think you will remember more? The day you were proposed to or the day you get married? I don't actually know anyone that celebrates the anniversary of their engagement unless they aren't married by the time that anniversary comes around, don't get me wrong if you celebrate it yourself I think that's amazing and completely romantic I just don't know anyone personally who does it.
Valentine's Day is universally the most romantic day of the year, it's an excuse to show someone you love or care about what they mean to you. An excuse to shower affection on your other half. An excuse to buy flowers for your Mrs without her worrying about what you have done that you're making up for ha ha ha... seriously though this whole day is dedicated to celebrating relationships & people who have "lost that lovin' feeling" gaining it back - embrace it. And if the person that loves you more than anything decides to propose to you on this day, if it's the right person my advice is say yes! That's a hard question to ask & if you knock them back there's a good chance they wont ask a second time!
