Yes, chidren from military families should receive college tuition discounts. Many companies offer scholarships and programs as a retention incentive for employees to remain with the company. Like it or not,the country is a business. From my experience, most of the individuals that are in the military are trained in a specific area, are given quarters, healthcare, etc, which in itself adds up to a great deal. However, if you look at the pay scale, it is not comparable to what civilians make in the same area.
Also, given that many individuals in the military are away from their families, are subjected to dangerous conditions, the knowledge that their kids are going to be taken care of is pretty important.
Sometimes we let the media color our opinions of our folks in the military, but some of the best people I have ever had the privilege of working with were in the service. I was in the Navy, I have family in other branches of the service. Regardless of the Commander in Chief, whether you agree with his viewpoints, or are on board with the war, or most likely not, our folks in the military should not be penalized some suit in an office making some bad decisions.
