It isn't a question of who should pay, but who realistically must pay for teen car insurance. Not too many teens today can pay the heavy premium fees to adequately cover all their driving responsibilities.
If the teens have part time or full time jobs, parents should insist on the younger family members be responsible for at least partial payment. When our kids were long past their teens, they paid their auto insurance. However, we insisted on paying for their comprehensive medical insurance. The same premise could apply to auto insurance.
Parents must be certain the insurance protection is in place, both for the sake of the young driver and for possible consequences to family finances if an uncovered accident or illness happens. If the teen can't or won't pay the premiums, the parents usually feel the need to avoid a financial disaster.
The bottom line is, no matter who pays for the insurance, it is absolutely necessary for every teen driver to have the legal amount of insurance coverage.
