No, they shouldn't. But this doesn't mean that lack of common curtsy to fellow-diners is acceptable. You can always switch off the ring tones when you are in a restaurant and put your phone on vibrate. So an urgent call or text message may still reach you on time and if you are expecting a really vital call you wouldn't fret through the meal that should have been an enjoyable experience. When you feel your phone vibrate just excuse yourself to your dining companions and go outside and talk, if it is something urgent. If it isn't, you can quietly say that you would call back later. The voice level would be exactly the same as if you were addressing one of your companions in a private talk, and we don't hear about talking being banned from the restaurants, do we? What is the problem?
Bad manners, of course. But this is something that cannot be regulated from outside or cured by a few bans. Charity starts at home and so does learning to be considerate towards others.
If everybody remembered it, why, our world would surely be a better place.
