Federation, under the proviso that they could veto any possible commanders of the station, and passed over many high ranking officers and insisted on the appointment of Mars born, Jeffrey Sinclair, Hero of the Battle of the Line, where, at the moment of victory, the Minbari unexpectedly surrender to the defeated Earth Alliance.
A further contribution to B5 was also given by the Centauri Republic, who hoped for an Earth- Centauri alliance.

Babylon 5 became fully operational in 2257 and located in a stationary orbit around the planet in neutral space, Epsilon 3 in the Euphrates Sector, Grid Epsilon 470/18/22.

From the very first pilot where Straczynski has the newly appointed Commander Jeffrey Sinclair falsely implicated in the attempted assassination of Ambassador Kosh of the near 'god like' Vorlon Empire and the subsequent fall-out almost leads to the destruction of the B5 station and a re-run of the Earth- Minbari Conflict, through to the very end episode, where the ex-second B5 commander and Alliance President John Sheridan, Hero of the Shadow War, physically transforms into another level of existence and vanishes, the tone of the B5 saga was set.
Its use of plots and sub plots and its references to a fictional recent past, built on our current factual historical and mythological past, to support an imaginary future and imaginary future past.
The mysterious and the familiar blended into to this tele-visual Wagnerian opera of the rivalries between both old and new enemies and surprising alliances which either from necessity, personal ambition or spiritual revelation, forges between them.

It is a tale of corruption of high office, of covert black operations, of personal, social and political assassination and control, and supplies many examples of this such as the Earthers usual response to those it fears, and/or wishes to exploit, played out in the script by the segregation of the emergent human telepath generation into the Orwellian inspired Thought Police of the Psi Corp.
This resulting in the breaking down in social cohesion and ties and personal and cultural identity, and for families who would not comply, the use of imprisonment, or the use of drugs, or both, or even suicide. And it is the creation of a brooding, resentful, egomaniacal group mind of great resources plotting against those who would seek to control it and wait for their opportunity.
It is the creation of a Home Guard, in the name of Peace and Understanding, to watch, listen and report, on everything,
