It would be hard to justify holding the pet food companies responsible for chemical contamination that they did not put into their product. The contamination (Melamine and its adjuncts) is not something that would commonly be found in food products. The standard tests that would have been done on the food additive that was contaminated would have shown the contamination as protein, which is what the pet food company was putting the food additive into their product for.
It is not possible to test for every possible chemical in every product that a company buys as a raw material. There is no single test that will accomplish this goal. There is no one piece of equipment that will tell you what the component parts of a complex mixture like food or food products. The GC/MS that they claim to use on CSI does not work that way. You have to know what your looking for so that you can test for it.
The people that should be held responsible are the ones that adulterated the food additive in the first place. They can be sued in US Court and funds that they have in the United States can be seized to fulfill court directed awards.
