Should America or other powers charge for liberating the oppressed in other countries?

Actually we do charge for liberating people, we just don't do it in as open and above board way as sending a bill. American businesses move into the voids left by the inevitable distruction and chaos left after even the most benign regime change. They open up new markets, make new customers, and make lots of money. Even if the US tax laws allow that money to come back into the United States tax free (and it frequently does as part of our governments incentives to get these companies to go into still dangerous locations) the money goes around the American economy a number of times as it is used to buy goods and services. And each time that money changes hands Uncle Sam collects a portion of the proceeds in taxes.

The businesses that make the first and most obvious money are those that provide security and reconstructions aid. Every country that gets regime changed needs this type of assistance. While some of it is inevitably paid for by the tax payer, the amount coming from the new government increases as each year passes. It is the companies that follow that initial security/re-construction foot hold that make the money.

While this may sound crass and money grubbing, this is a much better system for the liberated companies. Contrast what happened in Europe after World War II. West of the Elbe River, the United States rebuilt Western Europe and made billions doing it. East of the Elbe, the Soviets took everything economically worth while and shipped it back to the home country. Eastern Europe is still recovering.
