Idealistically, the answer to this is yes. The possibility of a mass transit system that could get you where you needed to be with reliability and ease of use is an awesome concept. Having it cheap would be even better.
The pure and simple reality is that most cities in the US are NOT equipped to handle this sort of requirement. Not everyone lives in a city like New York or San Francisco where you have subways and massive public transit systems. Some live in cities that don't have much of a system aside from a bus transit, and you can bet that those systems would not be able to handle the volume of commuters that would be reliant on them should everyone be forced to use the system.
Before you can consider the notion of forcing every American to take advantage of a public transportation system, the country has to PUT a public transportation system in place that can handle that much demand. Until then, the idea remains noble and idealistic, but far from reality.
