No, Governments shouldn't pay for all medical care, but they should pay for all basic requirements for all citizens.

No civilized country should be denying their most vulnerable people basic free medical attention. Realistically, everybody has the right to have their medical needs covered.

A country which only provides medical services to it's wealthiest citizens is extremely backward. That is what third world countries do.

Claiming to have the very best medical services available but only providing them to the wealthy is just greedy and ignorant.

There needs to be two tiers of medical services, the first tier is for all those people who are low income. This should provide everything they need including operations and medicines.

The second tier provides no more services, just a better standard of care in the form of private rooms, more nursing staff etc in a private hospital rather than a public one.

The only real difference should be for elective surgery, you can still get it for free but you'll probably have to wait a lot longer. Life saving surgery should not be delayed or with held because the recipient has insufficient money to pay.
