Should the US spend taxpayer money to reduce conventional arms caches worldwide?

My experience dictates that removing at least half of these arms caches is not easy, none-the-less all of theme. (Which is just frankly impossible anyway). Lets look at what this mission would entail. Most of the caches are very dangerous, at least the ones I have seen. What I mean exactly is that these weapons are rusty and not properly taken care of. This means that we are endangering the life of one of our own just to make the world safer. In the case there are demolitions well its just plain dangerous. So why am I arguing for the "Yes" side? It is simple really. I think we should clean up our messes like a responsible person would do. Also I think it is the responsibility of everyone to make our lives as peaceful as possible. I am not saying we should all get along all the time, however.
