To put a different spin on the "yes" argument I want to focus on the word "ever" in the debate title. Picture this. A new professional league is started up, whether it be football, baseball or whatever sport. The league approves the use of steroids publicly, but does not force all players in the league to take steroids. The players that choose to take steroids, do so under a carefully supervised regimen carried out by their respective team trainers/doctors. Steroid ABUSE will not happen and medical records of usage of every player on every team will be available to the commissioner of the league.
With steroid use a known fact within the fantasy league, it would be interesting to compare the performance of its players and league as a whole to an existing league of the same sport.
In closing, I am not condoning the use of steroids in existing pro sports today. Most, if not all pro sports have rules against taking performance-enhancing drugs, so it would be cheating if a player did so. But to say that a league should never be allowed to have their players take steroids under carefully scrutinized programs and under the players own volition, I do not agree with.
