Is a bed surrounded by a mess art? Apparently so if you are to believe the modern point if view, in-which case virtually anything can be art. It really depends upon who is looking at it. We all have differing opinions as to what constitutes art. So, to say that one thing is or isn't art will not fit in with everyones ideas.
Graffiti may be regarded as the art of the streets, rising up from the youths of today who need a way to express themselves and be seen and heard.
Some graffiti is not only art but carries a political message. Making your opinion about an important subject in a visual way and placing it where you will have a massive, ever changing audience can be very effective.
If you talk to a graffiti artist about their work you will find that they take it very seriously and that there is great passion involved in their creations. There are particular techniques employed that have to be learned as a skill and require time and attention to achieve.
As with all art, we can see that there are varying levels of skill employed by individuals. Some are highly skilled whilst others clearly are not. The people who are good often gain a reputation for their work and a following amongst other would be great graffiti artists.
My conclusion is that graffiti is art if you decide that it is. As an artist myself, but not a graffiti artist, I regard graffiti as art because it involves a high level of skill in-order to be effective. It is visual, uses paint and creativity. I am not sure what else one could call it.
