The enforcement of traffic violations has always been a point of contention between police and the public. Yet, there are some aspects of traffic enforcement that are not usually considered by the average person. When you see a traffic enforcement officer writing a ticket, he is doing his primary job. These officers are employed specifically to address traffic problems and do it relentlessly.
However, when you see a Patrol Officer writing a ticket the dynamic is significantly different. Patrol officers engage in proactive law enforcement across the board in accordance with modern community policing techniques. When a patrol officer writes a traffic ticket he or she accomplishes several things; the least important of which is catching the poor soul who is on the receiving end of the paperwork.
For the duration of the traffic stop, the people in the immediate area become aware of the police officer. Drivers nearby are more cautious and mind their speed (at least until they are out of sight). Criminals who may be driving or walking by become aware that an officer is not only 'in' the area, but is actively policing it. This provides a deterrent effect on area crime, and makes the area less attractive to the criminal element in general. Finally, the residents and business owners see their police at work, which gives them a positive level of satisfaction about law enforcement in their neighborhood.
So the next time you get a ticket remember that, although it may be bad for you, there are significant benefits to the community.
