A couple things that come to mind would be... both parents giving a small blood sample every day for a month or two. Hopefully it wont be too inconvenient, but its rather necessary. That would be used to determine many things, both about their health and their lifestyle. First off, you can check their DNA to screen for genetic flaws in their potential offspring. Also, by getting a daily sample, you can check their blood level for toxins, such as drugs. Many people with habitual drug habits would classify in this society as unfit parents. Therefore, they don't qualify to have children. On an overpopulated planet, parenting is a privilege, not a right. You must show not only that you are a fit parent, but someone with that can contribute to society. Drug addicts and homeless, for example, don't get to reproduce. In fact, it would be a blessing both to them and the child, to prevent it from happening. To put it simply, you would have to go through something similar to present day adoption screening, and then some. Once you pass, you are artificially inseminated with your own child.

Consider overpopulation. How long until our children have no where to go? When the inhabitable parts of the planet are too full to sustain more life? People don't get sick and die as much as they used to, thanks to our superior medical technology, but is that really a good thing? Truly, it is a problem that is much bigger than global warming.
