Who can really know the exact reasons that people do steal. The most obvious are the cleptomaniacs that just steal whatever they see and steal whatever chance they have. Cleptomania is a psychatric condition that needs to be treated by a psychiatrist and a psychologist. The cleptomaniacs are basically a given. But there are plenty of non-cleptos that do infact steal.

There are plenty of cases where it depends on what you're stealing and why you're stealing.

There are countries affected by a bad economy due to change in politics or constant warring. Africa is one of those continents that's a prime example. There's a major AIDS epidemic in Africa. Africa as a continent has the highest cases of AIDS than anywhere else in the world. So far, there's the move to help eliminate Africa's debt. At the same time the UN, the United States, Nato, and the European Union are sending forth aid such as AIDS medicine, food, water, diapers, and all sorts of other supplies to help the villagers.

But there is constant feuding within the many countries of Africa and it calls forth the need for weapons and ammunition. So the thugs hired by these bloodthirsty rebel leaders and warlords end up stealing the supplies given to the villagers. Because those items are worth a whole lot of money on the black market. With all that money, those factions are more well supplied with the neccessary weapons and ammunition. Also, there are numerous rebel leaders that have a drug habit. Their thugs also do have a drug habit as well which is another reason they're stealing the aid provided to the villagers.

And the rebel forces know that the UN peacekeepers aren't doing a good job neutralizing the skirmishes and that they're pretty spread out. Meaning, those rebel leaders and warlords can continue stealing and plundering while in the process kill numerous civilians in the process.

What's going on in Africa is proof enough.

Then there are counties that are so financially and economically crippled in which the parents are trying to make ends meet. In many parts of the world, there are orphaned children that have to resort to stealing in order to survive whether its food, water, clothing, money, and what not. You need food and water for sustinence. It's one of the basic needs of any plant and animal.

As humans, we need clothes on our backs. Which arises to the need of clothes. One example was the aftermath of Hurricane Katrina where people were raiding various stores. The media portrayed them as bandits.
