There are so many work at home scams out there you really have to be careful. *Anything* which recquires you to pay money should be viewed as a possible scam. Guilty until proven innocent. A good way to check a particular company is through the Better Business Bureau at:

I'll add from my own research that although not all envelope stuffing programmes are scams, 99.9% are. The ones that aren't tell you to make your own flyers about envelope stuffing, stuff them in your own envelope, and use your own stamp. They claim you make your money back by requesting money from others interested in doing the same thing (only the suckers don't actually know what they'll tell them to do). And you usually pay them around $40 for one sheet of instructions telling you this (if you're lucky enough to actually receive something).
Probably your best bet of programmes would be the well known sell-it-yourself things like Avon, Mary Kay, etc. Another option is doing surveys for money but don't expect to make enough to survive on. Whatever you do make sure you never pay to join a survey company (they're supposed to pay you). All of them are basically directories of survey companies which may or may not actually pay you (most are sweepstake) and filled with broken links. A good FREE site of survey directories is:
