Hell is a place of torment for the wicked and the permanent location of those who are not redeemed by the atonement of Jesus Christ.
The conditions of hell are described throughout scripture and literature as "the fire that never shall be quenched", "everlasting torment", "endless punishment", "ceaseless burning" and "a lake of fire and brimstone".
"But the fearful, and unbelieving, and the abominable, and murderers, and whoremongers, and sorcerers, and idolaters, and all liars, shall have their part in the lake which burneth with fire and brimstone: which is the second death." (Revelation 21:8)
A widely held understanding or belief is that Hell is the dwelling place, domain and/or kingdom of the Devil. The devil is the enemy of righteousness, the father of lies, and prince of this world. His purpose is to bring as many souls as he can to damnation or eternity in hell.
The unbelieving are those who are not redeemed by and through the Atonement of Jesus Christ. In 2 Nephi 9:19 & 26 I have found a definition of hell and of the redemption from hell that leaves no doubt:
"O the greatness of the mercy of our God, the Holy One of Israel! For he delivereth his saints from that awful monster the devil, and death, and hell, and that lake of fire and brimstone, which is endless torment." ... "For the atonement satisfieth the demands of his justice upon all those who have not the law given to them, that they are delivered from that awful monster, death and hell, and the devil, and the lake of fire and brimstone, which is endless torment; and they are restored to that God who gave them breath, which is the Holy One of Israel."
